Yes, If you purchase a cd you can legaly take home two backup copys (however it sounds like you can put it on as several of your own computers as you want) it's the same process with software and movies, but they put copy protection on it so you can't, but if you could it's endorsed. (isn't it illeagal of them to stop you from making backups?)
Yes. According to the disc or manual, it clearly said it Illegal to produce a copy of a CD. It violate the copyright law.
yes it is since you didn't purchse the cd and are very soon copying it without authorization from the library who couldn't supply you that authorization anyway.

Mostly plausible yes. Check the EULA (End User Licence Agreement) when you try to install it. It probably says something more or less only installing it on one computer. It might be freeware, consequently it would be okay.
