I am considering starting an Electronic Waste Removal company within my area and be told that there are companies that any buy circuit boards or smelt them and split the revenue with you. Any back would be greatly appreciated.

Do a search for electronics recycle. I can't give you a pious answer since you did not state what city and state you want to conduct business in.
