Yes, the RAM speed is base entirely off the FSB speed, so I would beckon that a relation. Now you can run the RAM at a speed faster than the FSB on almost all modern motherboards, but you can NEVER run it slower.

Setting a FSB speed is related directly to the speed position of memory that a system must use. The memory bus connects the northbridge and RAM, just as the front side bus connects the CPU and northbridge. Often, these two buses must operate at impossible to tell apart frequency.
